ESSENTIAL JOB FUNCTIONS: Whether under direction of the Department Chief or acting of his/her own volition, the Fire Division Chief always functions as a supervisor of assigned Battalion Chiefs in the Fire Division, with primary responsibility to assure that personnel, apparatus, equipment, and facilities are maintained in appropriate readiness to respond to a variety of life saving emergency calls. The Fire Division Chief is primarily responsible for the direction, management, supervision, and coordination of the activities within the Fire Division; oversees operations, general facility/equipment maintenance, fire prevention, disaster preparedness, public education, and related programs; and serves as a command officer when required or deemed necessary on emergency incidents.

QUALIFICATIONS:

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties:

Knowledge of:

• Fire ground tactics and strategy; emergency incident management specifically the Incident Command System (ICS); principles of incident safety; automatic and mutual aid agreements; hazardous materials incident management; and confined space and technical rescue techniques.
• Fire science theory, principles and practices and their application to a wide variety of emergency service operations including fire suppression, fire prevention, and fire investigation; operational characteristics of fire apparatus and equipment including emergency driving techniques, modern fire loss and fire prevention principles, methods, and practices.

• Geography and street layout of the service districts and surrounding area.
• Laws and regulations pertaining to fire and emergency medical service operations.
• Personal protective equipment.
• Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
• Departmental policy and procedures and manual of operations.
• Principles of supervision, training, and performance evaluation.
• Pertinent federal, state, and local laws, codes, and regulations.
• Algebraic and arithmetic computations.
• English usage, spelling, grammar, and punctuation.
• Principles and practices of customer service.

Education and Experience

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• Possession of a high school diploma or GED (required) Associates or higher degree (preferred) and ten years of firefighting experience, with five years of that experience in a progressively responsible supervisory role or an equivalent combination of education and experience enough to successfully perform in the position.
• Possession of a valid NC Class B driver’s license.
• Possession of an EMT-B credential.
• Certified NC Firefighter Level 2
• Certified NC Emergency Vehicle Driver
• Certified NC Technical Rescuer
• Certified NC Technical Rescuer – Vehicle Rescue
• Certified NC Driver Operator Pumps
• Certified NC Driver Operator Aerials
• Certified NC Fire Officer Level 1, 2 and 3
• Certified NC Fire Instructor – Level 1
• NIMS/ICS 100, 200, 300, 400, 700, 800.
• All Non-NC Certifications must have NCOSFM reciprocity
• Valid NFPA Physical
