    SALARY RANGE
    $64,140.00 - $96,210.00 Annually

    CLASS CONCEPT:

    DEFINITION:  This position is responsible for directing the enforcement of fire codes and the investigation of fires.

    REPORTS TO:  The Division Chief - Life Safety assigns work in terms of division goals and objectives.

    JOB REQUIREMENTS:

    •   Serves as a member of the Fire Department Management Team.

    •   Manages the daily operations of the City’s Fire Prevention and Code 
        Enforcement Program.

    •   Trains, assigns, directs, supervises, evaluates, and disciplines assigned personnel.

    •   Reviews site plans and fire protection plans to ensure fire prevention 
        code compliance  for permitting and construction; consults with 
       developers, contractors, architects and  engineers.

    •   Conducts Certificate of Occupancy inspections, building final inspections,  and technical inspections of new and  existing buildings to ensure compliance  with state fire prevention codes and local  ordinances.

    •   Supervises the Fire Investigation Unit in the investigation of fire cause and  origin, evidence collection, report development and courtroom testimony.

    •   Supervises the Engine Company Inspection Program; schedules inspections for each station; provides upgrade training on procedures; compiles inspection forms and schedules follow-ups.

    •   Conducts technical inspections on fire systems in new and existing structures to ensure compliance with state and national codes and standards.

    •   Coordinates and manages the department’s Fire Inspector Continuing Education Program.

    •   Conducts general fire inspections of occupancies within the City’s jurisdiction to ensure compliance with relevant codes.

    •   Responds to fire and other emergency scenes; serves as a member of the 
         Incident Command System.

    •   Prepares reports and letters of correspondence for plans review, inspection reports, and written  correspondence to permit applications.

    •   Performs other related duties as assigned.
              

    TYPICAL QUALIFICATIONS:

    • Candidates must have eight years of continuous experience with a municipal fire department or state fire marshal agency.  
    • Candidates must have a minimum of an Associate in Applied Science Degree in Fire Science Technology or Emergency Preparedness Technology.  A baccalaureate degree in a related field is preferred.   Course work in the National Fire Academy Fire Prevention Management and/or Technical curriculum is preferred.
    • Candidates must possess a valid driver license.
    • Candidates must be trained to at least the National Incident Management System IS 700, IS 800, IS 100, IS 200, ICS 300, and ICS 400 levels.
    • Candidates must have obtained a minimum of Level III Fire Inspector Standard certification through the North Carolina Office of State Fire Marshal and have at least one year of experience at Level III.
    • Candidates must be certified as a North Carolina Firefighter.
    • Candidates must be certified as Hazardous Materials Operations Level 1 or above.
    • Candidates must be a North Carolina Fire & Rescue Commission Instructor 1.
    • Possession of the Fire Investigator Certification through the North Carolina Fire & Rescue Commission is preferred.  However, if not possessed, candidates must be able to obtain it within five years of employment as a Fire Marshal.

     

    KNOWLEDGE REQUIREMENTS:

    •   Knowledge of the standards, regulations, mandates, and policies related to the delivery of emergency services.

    •   Knowledge of training requirements for emergency responders.

    •   Knowledge of relevant federal, state, and local laws and ordinances.

    •   Knowledge of the strategies and tactics associated with a variety of emergency incidents.

    •   Knowledge of the state fire prevention code as well as other national, state, and local codes and ordinances.

    •   Knowledge of plans and blueprints.

    •   Knowledge of fire determination procedures  and practices.

    •   Knowledge of improvements in appliances and equipment available to the 
        fire  service.

    •   Skill in the interpretation and application of federal, state, and local policies, codes, and laws.

    •   Skill in the supervision of personnel.

    •   Skill in analyzing problems and identifying solutions.

    •   Skill in preparing clear and accurate reports.

    •   Skill in establishing cooperative and productive working relationships.

    •   Skill in evaluating and establishing written policies and procedures.

    •   Skill in setting priorities for competing projects.

    •   Skill in performing mathematical calculations.

    •   Skill in operating computers and other standard office equipment.

    •   Skill in interpersonal relations.

    •   Skill in oral and written communication.

    SUPERVISORY CONTROLS:  The Division Chief - Life Safety assigns work in terms of division goals and objectives.  The work is reviewed through conferences, reports, and observation of division activities.

    GUIDELINES:  Guidelines include North Carolina General Statutes and laws; department standard operating procedures; the City of Rocky Mount Land Development Code; the North Carolina Fire Prevention Code; the North Carolina Building Code; NFPA rules and standards; UL Listings catalogs; and North Carolina Burn laws. These guidelines require judgment, selection, and interpretation in application. 

    COMPLEXITY:  The work consists of varied management, administrative and supervisory duties. Strict regulations contribute to the complexity of the position.

    SCOPE AND EFFECT:  The purpose of this position is to supervise the department’s fire code enforcement and fire investigation activities.  Success in this position contributes the safety of life and property.

    PERSONAL CONTACTS:  Contacts are typically with business and property owners; architects; designers; engineers; contractors; vendors; officials of the court; law enforcement personnel; and members of the general public.

    PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, motivate and influence persons, and justify or settle matters.

    PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or table or while standing or walking. The employee frequently lifts light objects.

    WORK ENVIRONMENT:  The work is typically performed in an office and at the scene of emergency incidents. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, occasional cold or inclement weather, and dangerous conditions associated with fire and other emergency scenes. The work requires the use of specialized protective equipment.

    SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has direct supervision over three (3) Assistant Fire Marshal positions.
