NOTICE OF POSITION VACANCY
The Ocean Isle Beach Fire Department is currently accepting resumes and applications for the following position.
Fire Chief
1 Full Time Position
An employee in this class plans, organizes, and leads a variety of departmental activities to include firefighting, emergency medical response, water rescue, training, public education, hazardous materials response, and fire prevention in protecting the lives and property of the citizens. Work includes establishing a vision of excellence in customer service and emergency response readiness and long range planning for programming, facilities, staff, and equipment needs. The Chief manages the department staff and volunteers, prepares and monitors the budget, plans and evaluates work operations, directs the training and counseling of personnel and participates in hiring. The Chief evaluates the need for new equipment, technology and programs, and ensures a program of fire prevention and in-service training to maintain and enhance skills. The employee attends major incident response and may take command at the site; consequently, skills must be maintained in the use of firefighting and fire equipment operation. The employee is subject to hazards associated with firefighting including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as high heat, chemicals, moving mechanical parts, electrical current, and working in high places. The employee may be exposed to atmospheric conditions and bloodborne pathogens, may be required to wear a respirator, and may be required to work in close quarters. Considerable judgment and expertise are required in directing departmental activities especially ensuring an adequately trained workforce, and in setting and monitoring work standards. Work is performed under the general administrative supervision of the Town Administrator and is evaluated through conferences, written reports concerning the quality and effectiveness of fire and rescue work and feedback from citizens and Town officials.
An employee in this class plans, organizes, and directs departmental operations and establishes overall departmental policies on fire prevention and suppression, emergency medical response, water rescue and related matters; develops short and long range goals; manages full and part-time staff and volunteers to assure effective firefighting operations and to maintain sufficient level of preparedness and training; shares on–call duty with the Assistant Chief for response to all fire calls and other major incidents; responds to major alarms and directs incidence response operations; fills in as necessary for absent staff.
Analyzes personnel, equipment, technology, and operations of the department; implements action in order to improve departmental operations; regulates and balances workload; reviews work objectives and expectations; ensures use and availability of appropriate technology and equipment; ensures the development of new or the modification of existing policies, procedures, standards and training to ensure a proficient workforce; prepares operating and capital budget projections of anticipated expenditures and needs; assigns personnel and equipment; evaluates the need for the repair of existing or the purchase of new apparatus and equipment and supplies; ensures proper maintenance of facilities and equipment; participates with Town Administrator and other officials in planning for long range needs for equipment and staffing and in planning for all types of emergency response.
Prepares and reviews operational and administrative reports; participates in the hiring, promotion, discipline, and performance coaching and evaluation of departmental staff; ensures high levels of training, motivation, teamwork, and performance; develops intergovernmental relationships with local, county, state, and federal agencies for emergency response to fires, weather events, biological and chemical and other hazards; coordinates plans for emergency response with other Town and regional officials.
Employment prerequisites include: Graduation from an accredited college or university with a Bachelor’s degree in public or business administration and completion of advanced courses and seminars in fire administration and management and considerable supervisory experience of an increasingly responsible nature in fire suppression and prevention; or an equivalent combination of education and experience., possession of a valid class B NCDL, Firefighter II certification, NC EMT certification, Emergency vehicle certification, Driver Operator-Pumps and Aerials certification, NC Hazmat Operations certifications, Water Rescue certification, Fire Officer I and II certifications, and ICS 300 and ICS 400 certifications.
Salary range for this position is $60,515 - $90,773.
