    TOWN OF OCEAN ISLE BEACH NOTICE OF POSITION VACANCY

    The Ocean Isle Beach Fire Department is currently accepting resumes and applications for the following position.

    Assistant Fire Chief

    1 Full Time Position

    An employee in this class manages and participates in the operations of fire suppression, fire prevention, and administration of the Fire Department. The employee serves as second in command of the department in the absence of the Chief. Duties include managing operations and emergency response; assisting with administrative activities including budgeting, purchasing, and hiring; coordinating fire safety inspections; and coordinating departmental training. Responsibilities also include coordinating the testing and maintenance of department apparatus, equipment, and facilities; research and development of draft policies; research, writing and administration of grants; and overseeing the completion of fire reports. Work requires that the employee stay abreast of state-of-the-art fire, hazardous materials, rescue procedures, techniques, and equipment and requires the employee to incorporate the necessary changes into in-service training. Considerable independence, judgment, and ability to make effective decisions under pressure are required in all aspects of work, particularly in directing staff incident responses. The employee is subject to the hazards associated with incident response work including working in inside and outside environments, working at heights, in extreme hot and cold temperatures, loud noise, vibration, moving parts, electrical current, high heat, chemicals, fumes, odors, dusts, gases, poor ventilation, oils, wearing respirators, and working in close quarters. The employee is also subject to the final OSHA standards on blood borne pathogens. Work is performed under general supervision and is evaluated through observation, conferences, written reports, and effectiveness of training and administrative tasks.

    Serves in the absence of the Fire Chief; shares emergency command response with the Chief for major incidents; responds to major alarms and directs incidence response operations as required or until arrival of the Chief; fills in as necessary for absent staff, and shares on-call duty; reviews plans for new construction to ensure installations meet fire code requirements; coordinates fire inspections, provides mentoring, supervision, performance coaching and evaluation and team building with assigned staff.

    Assists the Chief with budget development and monitoring; obtains quotes, performs tests of equipment and makes purchase recommendations; researches potential grants for fire service; develops grant applications and manages grant requirements; searches and writes draft departmental policies and procedures for the Chief’s approval; assists the Chief to evaluate departmental effectiveness levels to track goals and objectives; Plans and coordinates training programs at the basic and advanced levels for department

    personnel; designs and oversees fire ground drills and exercises; plans and coordinates outside instructors; maintains all training records; Reviews fire and EMS report and finalizes; reviews training records; prepares quarterly reports for the State Fire Marshal and prepare other records and reports as needed; collects and maintains records for training, pumper and hose testing, hydrant testing, pre-plans, etc.

    Employment prerequisites include: Graduation from an accredited college or university with an Associate’s degree in fire science supplemented by advanced courses and seminars in the fire service; and considerable experience of an increasingly responsible nature in fire suppression and prevention; or an equivalent combination of education and experience. Prefer BA/BS degree, possession of a valid class B NCDL, Firefighter II certification, NC EMT certification, Emergency Vehicle certification, Driver Operator-Pumps and Aerials certification, NC Hazmat Operations certifications, Water Rescue certification, Fire Officer I and II certifications, and ICS 300 and ICS 400 certifications.

    Salary range for this position is $53,068-$79,602
