Description
Under immediate supervision, performs responsible and technical work in the enforcement of fire safety codes and local ordinances; conducts fire investigations, fire inspections, plans review, public education activities and other work as directed or required. A Winston-Salem Fire Investigator protects the community through community risk reduction and by providing services related to community education, inspections, investigations and plans review.
Examples of Duties
Inspects commercial, and other buildings and dwellings for fire hazards and general compliance with the North Carolina State Fire Prevention Code and local ordinances; answers and investigates complaints and reports of hazardous conditions and orders corrections; successfully interacts with others during stressful situations; prepares and tracks reports on inspections assigned; issues permits; establishes and enforces official fire lanes; plans and evaluates fire safety programs; conducts discussions on general and specific fire safety issues; conducts preincident planning; conducts and assists with public fire and life safety education programs and initiatives; conducts community risk reduction activities; participates in required training;investigates fires and explosions to determine origin and cause, create sketches, analyze findings, write effective and cohesive technical reports and testify as an expert witness; collects evidence, question witnesses and suspects; obtains warrants for fire setters and obtains citations and summons for Fire Code violations; makes oral presentations; meet and consult with builders, architects, engineers, designers and developers on construction projects and attends preconstruction meetings; performs the plan review process; trains firefighting personnel; assists in projecting budgetary needs.
Typical Qualifications
High School diploma or GED equivalent (Associate Degree in Fire Protection Technology or Fire Science is desired), supplemented by advanced fire science courses or related field experience in fire suppression and fire prevention methods and techniques; knowledge of state Fire Codes and local ordinances; knowledge of modern principles and techniques of fire prevention, fire investigation and building construction; ability to recognize existing and potential fire hazards in a wide variety of structures and installations; ability to proficiently use computer systems; ability to understand and carry out oral and written directives; ability to write cohesive and clear technical reports; ability to enforce rules and regulations firmly, fairly, tactfully and impartially.
Possession of a valid North Carolina class "C" driver's license.
North Carolina Level II Firefighter Certification
North Carolina Level II Fire Inspector Standard certificate
North Carolina Fire Investigation Technician Required within 3 years of employment.
North Carolina Certified Fire Investigator's or International Association of Arson Investigator's certification is required within 6 years of employment.
North Carolina Fire and Life Safety Educator III certification is required within 2 years of employment.
A North Carolina Fire Service Instructor certification and North Carolina Fire Officer II Certification is desirable.

PHYSICAL REQUIREMENTS: (Reasonable accommodations may substitute for any physical requirements listed): Must be able to lift or move up to 75 lbs.; ability to operate department vehicles; ability to climb stairs, ladders and maneuver up to 1 mile; work with large and small objects; ability to read, write and interpret, hear and speak well enough to communicate with others daily and on the incident scene. This position will work outdoors and indoors and may be exposed to heights, changing weather, extreme temperatures, adverse smells, conditions, sights, loud sounds, and repetitive operations; ability to wear department issued safety equipment including self-contained breathing apparatus without restriction. Must be able to pass a pre-employment NFPA 1582-compliant physical provided by the department physician and an annual fit test and fitness-for-duty test.
