Description
Under regular supervision, performs difficult protective services and administrative work in the Fire & Line Safety Division; does related work as required.
Examples of Duties
- Supervises, assigns, counsels, disciplines, and evaluates work of fire prevention, code enforcement, fire inspection and fire investigation staff;
- Assists in management of fire prevention and fire inspection programs and assist in investigation of the causes of all suspicious, incendiary, and undetermined fires; review construction documents for code compliance;
- Compiles reports, letters, forms and correspondence related to complaints, appeals and proposals as necessary;
- Reviews citations, inspections and reports for accuracy;
- Responsible for the proper interpretation and enforcement of all pertinent fire codes and ordinances;
- Assists in preparation of the Fire & Life Safety Division budget;
- Assists in developing policy and procedure related to fire prevention;
- Provides technical information on fire prevention principles and practices, and fire suppression equipment and appliances;
- Participates in weekly/monthly meetings with public, employees and other City departments;
- Makes periodic public addresses and answer inquiries from the public regarding fire and life safety practices; meets with the news media for interviews; meet with architects, engineers and building/fire officials;
- Performs research related to code enforcement including but not limited to meeting onsite with property owners/occupants, review plans/inspection reports surrounding proposals, new construction and inspections conducted by personnel supervised.
- Conducts staff training as directed for Fire & Life Safety Division and department to maintain certification and training related to fire prevention, code enforcement and fire investigation.
- May assume additional responsibilities as deemed necessary during a city/county crisis.
- Contributes to the overall goal of the City to efficiently and effectively provide continuous quality customer service to the citizens of Winston-Salem.
Typical Qualifications
Education and Experience
Any combination of education and experience equivalent to an associate's degree supplemented by courses in fire science, fire prevention methods and techniques, and building and fire code interpretation, with extensive experience in fire prevention work.
Knowledge, Skills, and Abilities
Comprehensive knowledge of modern principles and techniques of fire prevention, including inspection methods, fire hazards and methods of eliminating hazardous conditions; comprehensive knowledge of construction plans and documents; comprehensive knowledge of the fire prevention codes, practices and policies; comprehensive knowledge of the modern principles and practices of fire investigation; thorough knowledge of flammable liquids and gases and hazardous chemicals, their proper use and storage requirements; some knowledge of electrical wiring systems and their capacities; administrative ability; ability to plan, assign and direct the work of a number of employees.

- Valid NC Class C driver's license
- NC Fire Inspector Level III Standard certificate
- NC Fire Fighter Level II certification
- NC General Instructor Level II certification
- NC Fire & Life Safety Educator III certification
- NC State Fire/Arson Investigator's certificate.
