SUMMARY DESCRIPTION
This position is responsible for coordinating emergency services vehicle maintenance, equipment repairs and maintenance testing programs, and is responsible for uniform and gear replacement for all personnel. This position is responsible for EMS supplies and other departmental operational supplies, departmental stock as well as liaison for building and grounds services. In addition, this position is responsible for coordinating station maintenance and repairs. This position includes budget preparations and purchase order requisitions within the county software system.
Under the direction of the Chief of Department, manages and coordinates the Department’s efforts to obtain, and maintain, National Accreditation status. Plans, coordinates, and manages accreditation activities, projects, and processes. Gathers and analyzes data, monitors and measures adherence to standards, and resolves non-compliance issues and findings. Updates and maintains policies and regulations. Completes and submits required reports and forms. Prepares and maintains appropriate reports, and files. Coordinates the review and updating of department policies and procedures on an annual basis. Manages and maintains the Department’s accreditation records to include policies and procedures in order to ensure accreditation compliance. Instructs all divisions of the Department in the process of National Accreditation. Conducts and implements special projects as assigned by the Chief/ Division Chiefs. Coordinates with GIS/911 Addressing to provide GIS information for Department projects as needed. Serves on committees and task groups as assigned. Serves on-call for support to major incidents.
ESSENTIAL FUNCTIONS:
Logistics Coordinator (35%):
- Oversees the maintenance and repair of apparatus
- Oversees the purchase and maintenance of radios for the department which includes mobile radios and portable radios along with accurate inventory of radios.
- Assists with the written specifications for departmental apparatus and attends pre-bids to answer technical questions and onsite inspections.
- Functions as the departmental information technology liaison; effects the repair and installation of computers and other electronic equipment; advises on department needs in the area of technology and software purchases.
- Assists with policy development; interprets policy and establishes methods and procedures.
- Assists with budget preparation for fire and EMS supplies; provides accurate estimates; monitors expenditures; applies cost saving techniques.
- Schedules and coordinates annual equipment testing.
- Schedules maintenance for departmental vehicles, equipment, and buildings.
- Responds to emergency scenes to provide supervisory and command functions until relieved by a superior.
- Inspects equipment and orders maintenance as needed; insures that apparatus is properly equipped and ready to respond to emergency situations.
- Establishes and maintains vendor relationships and serves as departmental liaison.
- Perform and maintain inventory control of safety supplies, EMS supplies, and uniforms turnout gear etc.
- Purchase firefighting equipment and safety supplies. Develops maintenance schedules relating to the general repair of equipment.
- Enters data pertaining to the testing of fire equipment and safety supplies into the computer system. Coordinates the distribution of uniforms (work and dress) and firefighting PPE and maintains database of
- PPE according to NFPA.
- Coordinates the yearly testing of SCBA.
- Coordinates the repairs of firefighting equipment.
- Provides logistics support at FIRE and EMS scenes.
Manage Fire Department Accreditation Activities (30%):
Under the direction of the Chief, plan, manage, and coordinate the Department’s efforts to maintain National Accreditation status. Participate in regular conferences with the Chief and command staff on planning, data analysis, accreditation and other related matters. Develop proofs of compliance for accreditation standards. Identify, verify, and reconcile compliance with established fire standards, correcting any deficiencies through policy, training, and/or other administrative measures. Review standards and ensure the Department remains in compliance. Stay abreast of all aspects of the accreditation process to include proposed amendments to the standards. Develop, write, review, revise, and manage the Department’s catalog of policies and forms to ensure compliance with accreditation standards. Work closely with staff on policy revision and review. Maintain a standard format in order for policies to be reviewed and revised on a scheduled basis. Maintain accreditation files. Conduct regular reviews with relevant staff and revise Departmental policies and procedures manuals and catalogs to ensure standard operating procedures are reliable and up-to-date. Coordinate on-site accreditation assessments and inspections. Prepare and submit required reports and documentation to assessors. Receive written and verbal inquiries from governmental agencies to enhance the accreditation process. Participate in local Fire accreditation conferences, meetings and mock assessments. Assist with the preparation of the annual departmental budget by projecting accreditation costs for the coming fiscal year. Consult with the Chief on building and equipment modifications for compliance purposes. Serve as a liaison between Administration, various department employees, and outside agencies in all accreditation efforts. Regularly report to staff on accreditation compliance. Prepare the Department for reaccreditation. Write/edit a variety of correspondence, reports, forms, and other materials as required.
Manage and Implement Special Projects (15%):
Manage and implement special projects as assigned by the Chief/Division Chiefs. Assist Command Staff in the development, research, data analysis, and implementation of general and specific programs and activities. Provide GIS information for Department projects as needed. Supervise and serve on task groups/committees as assigned by the Chief/Division Chiefs. Assist in the preparation of materials and information for the publication of annual department reports.
Manage Accreditation Records (15%):
Manage and maintain the Department’s accreditation records including policies and procedures to ensure accreditation compliance. Utilize the Department’s Accreditation Compliance software program in order to manage, create and maintain reporting status and track responsibility for each standard.
Serve as Accreditation Instructor (5%):
Provide accreditation related training to all divisions of the Department in order to facilitate understanding of the National Accreditation process and related requirements. Ensure all Department employees receive appropriate training for all new and revised policies. Instruct all divisions on how to respond to accreditation inquiries, follow processes, write/revise policies and track data in order to meet accreditation standards. Working Conditions
Overall Working Conditions: Satisfactory: Occasional exposure to unpleasant environmental conditions and/or hazards.
Environmental Factors: Monthly exposure to extreme temperature, wetness and/or humidity, noise and vibration, and physical hazards.
Health and Safety: Rare exposure to mechanical hazards, electrical hazards, fire hazards, communicable diseases, physical danger or abuse, and chemical hazards and explosives.
Primary Work Location: Office Environment, Vehicle, and Outdoors.
Protective Equipment Required: SCBA, turn out gear (coat, pants, and boots), gloves, helmet, safety glasses, steel-toed shoes, and hearing protection.
Non-Physical Demands
Frequently requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and noisy/distracting environment. Occasionally requires emergency situations and tedious or exacting work. Rarely requires irregular schedule/overtime.
Job Requirements
- Formal Education: Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to possession of a High School Diploma. An Associate’s degree in related course of study is highly recommended and a Bachelor’s degree is preferred. Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, and a minimum of five years’ experience with a recognized career department. Possession of or ability to readily obtain a valid driver's licenses issued by the State of North Carolina for the type of vehicles or equipment operated. Possession of State of North Carolina EMT certification.
- Experience: Minimum of five years’ experience as a ranking officer within an emergency services/public safety organization.
- Driver’s License Required: Class B North Carolina driver’s license (or ability to obtain), Class A CDL is preferred.
- Certifications and Requirements:
Possession of a North Carolina Emergency Medical Technician certification.
Possession of North Carolina Hazardous Material Level I certification.
Possession of North Carolina Emergency Vehicle Driver certification.
Possession of North Carolina FFI/FFII certification.
Possession of North Carolina Rescue Technician certification.
Possession of all required/relevant ICS certifications.

- Fiscal Responsibility: Has responsibility for recommending requests, preparing and submitting procurement documents, journal entries, and budget transfers to the division head.
