    Job description

    COVID-19 continues to significantly impact our communities, families and employees. With employee health and safety as a top priority, the City of Wilson is taking action to address the increased risk and uncertainty COVID variants pose in the workplace. Effective Monday, November 8, 2021, all newly hired employees will be required to be fully vaccinated before their start date.

    The purpose of this position is to direct and supervise a company of assigned personnel in fire and rescue operations, daily activities, and duties in coordination with other stations. Successful performance contributes to the safety of lives and property.

    The work consists of varied duties in the prevention and suppression of fires. The necessity of supervising and participating in work performed in life threatening situations contributes to the complexity of the work.

    An incumbent in this position will be designated as Shift Safety Captain.

    Must be available to work days, evenings, nights, weekends and holidays on a rotating schedule.

    Major Duties

    • Directs the activities of a fire company in daily activities.
    • Directs the response to fire, EMS, and special response calls.
    • Performs fire inspections, structure surveys, and fire origin investigations.
    • Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
    • Maintains records regarding administrative, supervisory, and technical requirements.
    • Performs fire and life safety educational programs and services for the community.
    • Prepares and submits budgetary requests.
    • Performs other related duties as assigned.

    Guidelines

    • Guidelines include department standard operating procedures, city ordinances and policies, state building and fire codes, and federal, state, and local laws. These guidelines require judgment, selection, and interpretation in application.

    Supervisory/Management Responsibility

    • The position has direct supervision over Firefighter Engineers, and Firefighters.

    Education/Experience Requirements

    • Five (5) years' experience + 2 years as an Engineer + Associate of Applied Science or Associate of Applied Arts in Fire Science or related field.

    Knowledge Requirements

    • Knowledge of modern firefighting techniques and equipment.
    • Knowledge of laws and regulations relating to the control and prevention of fires.
    • Knowledge of management and supervisory principles and practices.
    • Knowledge of department and city policies and procedures and federal, state, and local laws and regulations.
    • Knowledge of the boundaries and geography of the city.
    • Skill in operating computers and other office equipment.
    • Skill in the provisions of basic life support techniques.
    • Skill in operating emergency vehicles and equipment.
    • Skill in the use of radio/communications equipment.
    • Skill in planning, organization, and decision making.
    • Skill in public speaking and public relations.
    • Skill in oral and written communication.

    Other Requirements

    • NIMS 100, 200, 700;
    • Certified as North Carolina Level I Fire Inspector (external candidates must show equivalent and have ability to obtain NC Certification within a designated time);
    • Certified as North Carolina Fire Instructor Level II (external candidates must show equivalent and ability to obtain within a designated time);
    • Possession of a valid North Carolina Class B drivers' license (external candidates must show equivalent and ability to obtain within a designated time);
    • Possession of the highest level of Firefighter Certification (or equivalent) offered by the State of North Carolina;
    • Possession of a current Emergency Medical Responder Certification (EMR applicable only to internal employees hired prior to 12/8/1999) or NC EMT Certification (external candidates must show equivalent and ability to obtain within a designated time);
    • Internal candidates must show completion of WF/RS Officer Development Program. External candidates must demonstrate equivalent competencies;
    • Possession of NC Hazardous Material Technician Level Certification (or ability to obtain within a designated time).
    • The work is typically performed in an office and at fire and emergency scenes while intermittently sitting, standing, stooping, walking, bending, or crouching.
    • The employee may be exposed to noise, machinery with moving parts, contagious or infectious diseases, or irritating chemicals.
    • The work may be performed outdoors and occasionally in cold or inclement weather.
    • The work requires the use of protective devices such as masks, goggles, or gloves.
    • The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color
