Fire Marshal
The City of Hendersonville is located in Henderson County which has an overall population of 109,540 people. Hendersonville is the largest incorporated area in Henderson County and has a population of 13,663. The Hendersonville Fire Department responded to over 4,100 calls for service in 2015 and operates on an annual budget of $2.2 million and is made up of three divisions: Administration, Operations, and Life Safety. The Operations division has 24 personnel that operate on a modified L.A. schedule and performs various functions including fire mitigation, emergency medical services, hazardous material operations, and specialized rescue. The Administration and Life Safety divisions have 4 personnel that perform roles in training, education, enforcement, inspections, investigations, and administrative duties. The HFD also utilizes 15 part-time personnel to fill vacancies and limit the amount of overtime funds being used. The department has two fire stations and a North Carolina Response Rating Class 4 for its public protection classification
About the Position
The Fire Marshal is under the general supervision of the Fire Chief. This employee performs varied tasks to include fire code enforcement and inspections, investigations, fire education, and plans review. The Fire Marshal is responsible for the departments Life Safety Division and will supervise the Deputy Fire Marshal. A Fire and Life Safety Educator and several part-time Fire Inspectors are in the plans for next fiscal year. The Fire Marshal will also develop and manage fire prevention programs to ensure compliance with State and local fire laws, codes, rules, and regulations. Work includes supervising and participating in inspections of commercial and retail establishments, schools, and health care facilities, new construction, and, if requested, residences. The employee plans and implements a program of fire prevention and safety education with persons of all ages within the community. Work includes participating in investigations of fires to determine if criminal actions may have contributed to fires.
About the Candidate
The preferred candidate will meet the following requirements:
Required:

Possession of a Level III Fire Prevention Inspections Certification
-
Associate degree from an accredited college or university OR any equivalent combination of
education and experience.

Emergency Medical Technician – Basic (North Carolina/National Registry)
Preferred:

Certified Fire Investigator (CFI)
-
Fire and Life Safety Educator
-
Fire Service Instructor
-
Strong technical and leadership experience
-
Bachelor’s Degree from an accredited college or university

NHSTA Child Passenger Safety Seat Technician (within 12 months of employment)
Management Style, Skills, Knowledge and Abilities

Considerable independence and judgment are required in all aspects of the work, particularly in fire inspections and investigations.

Considerable public contact requires that the employee exhibit tact and diplomacy in seeking compliance with fire laws, codes, rules, and regulations.

Thorough knowledge of the North Carolina Building Code, NFPA Standards and City Ordinances relating to fire prevention.

Thorough knowledge of modern methods of fire suppression, incident response, operations and maintenance of fire apparatus and equipment, and NIMS.

Considerable knowledge of the methods of readily ascertaining the presence of existing or potential fire hazards.

Considerable knowledge of the laws and regulations covering fire prevention.

Considerable knowledge of the sources and use of information about current fire prevention, and
skill in their teaching and application.

Considerable knowledge of fire prevention and safety educational programing and skill in training
and public presentations.

Considerable knowledge of the application of information technology to fire prevention, education
and suppression work.

Working knowledge of supervisory principles, practices, laws and regulations and City policies and
procedures related to personnel and budgeting.

Skill with collaborative conflict resolution.

Ability to enforce codes and laws with firmness and fairness; visual acuity to conduct inspections.

Ability to establish and maintain good working relationships with other employees, business and
civic leaders, and the general public.

Ability to communicate effectively; ability to prepare and submit clear and concise reports.
Compensation Package
• The Salary Range for $47,113.01 – $68,275.07 DOQ
