    TITLE: FIRE CAPTAIN
    DEPARTMENT: EMERGENCY MANAGEMENT
    POSITION NUMBER: 2715001

    Grade: GRADE 69

    HIRING RANGE: $42,329.62 - $48,988.23
    HOURS OF WORK: 40 hours per week; schedule varies 7:00 AM – 6:00 PM, M-F

    Statement of Duties:
    This position is responsible for managing assigned firefighting personnel, planning, directing, coordinating and evaluating emergency incident activities, fire/rescue training, apparatus and facility maintenance, and fire/life safety education within the county. Performs other duties as assigned by Fire Marshal.
    • Receives and responds to fire/rescue related incidents. Supervises and performs duties related to emergency operations involving rescue, fire suppression, and hazardous materials incidents.
    • Supervises daily maintenance and check of apparatus, equipment, and facilities for response in addition to conducting performance evaluations for assigned personnel.
    • Assist with initial fire investigations to determine cause and origin and request fire investigator on call as needed.
    • Ensure personnel safety and compliance with CFR 1910.120.
    • Supervise daily staffing, operations and conducts comprehensive fire/rescue training with staff.
    • Schedules the work of part-time employees to provide for coverage and makes day-to-day assignments as needed. 

    Typical Tasks: 
    • Assists County Fire Departments with pre-fire planning.
    • Assists with fire prevention/education programs.
    • Assists the Fire Marshal and attends meetings as required or assigned.
    • Performs work during emergency/disaster situations.
    • Performs related tasks as required.

    Knowledge, Skills, and Abilities: 
    • Maintains considerable knowledge of firefighting, rescue, hazardous materials and other emergency related operations.
    • Maintain a working knowledge of computer programs necessary to accurately use and maintain fire reports, inspection records, and other related systems and databases.
    • Working knowledge of firefighting and fire behavior. Ability to conduct research to stay abreast on all aspects of current fire science and fire protection technology information.
    • Knowledge of medical responder treatment protocols.
    • Ability to assist county fire service on emergency incidents and provide supervision as required.
    • Ability to effectively deal with the public during periods of extreme crisis.
    • Ability to effectively communicate both verbally and in writing with all segments of the population, often during high stress situations.

    Training and Experience:
    Associate’s Degree in Fire Administration, Fire Protection Technology or Fire Science from an accredited college or university or an equivalent combination of education and experience may be considered. Position requires certification as a NC Firefighter (previously NC Firefighter Level II) for a minimum of (3) years with a minimum of (1) year experience in a supervisory role at the rank of Fire Lieutenant or higher. IFSAC and/or Pro-Board certification from another state may be accepted based on the candidate’s ability to meet the NC reciprocity transfer process. Candidate must possess the following certifications/credentials: National Incident Management System (NIMS) Levels IS-100.b, IS-200.b, ICS-300, IS-700.a, IS-703.a and IS-800.b; Emergency Medical Technician (EMT); Hazardous Materials Responder (Operations Level); NC Technical Rescuer; NC Fire & Rescue Instructor Level I and NC Fire Officer Level I or the ability to obtain this certification within (1) year of employment. 

     

    This is medium work requiring the exertion of 50 pounds or more of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying accurate, detailed, important instructions to others loudly, or quickly; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth and color perception, night and peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing surroundings. The worker is subject to inside and outside environmental conditions, extreme cold and heat, noise, hazards, and wearing a self-contained breathing apparatus. The worker may be exposed to blood borne pathogens and required to wear specialized personal protective equipment. Position is a 10 hour shift to cover peak call times Monday through Friday (7am-6pm). Hiring for position will take place in late fall and will not start employment until January 2017.
