DEFINITION: This position is responsible for providing administrative support for the planning and management efforts of the department.
REPORTS TO: The Fire Chief assigns work in terms of division goals and objectives. JOB REQUIREMENTS
- Provides administrative support to the senior staff of the fire department by assisting with administrative projects.
- Performs research, development, and review of policies and procedures for existing and newly developed programs.
- Performs research and development in support of administrative and management processes which support planning efforts of the department.
- Provides supervision and works closely with the department's Fire – Information Systems Specialists to manage and process data in support of planning and Accreditation needs.
- Performs other related duties as assigned.
KNOWLEDGE REQUIREMENTS Internal "Uniformed Certified" candidates must meet the following qualifications:
- Associate's Degree in Applied Science in Fire Protection Technology or Emergency Preparedness Technology.
- Five years of experience in the Rocky Mount Fire Department and having attained one of the following positions:
-Fire Engineer
-Deputy Fire Marshal
-Assistant Fire Marshal
-Fire Training Officer
-Senior Firefighter with 8 years of service and an AAS degree in a fire or emergency preparedness related field
-Captain of Operations, Safety & Training, and/or Logistics - Due to differences in essential job responsibilities, both the Captain of Operations, Safety & Training, and/or Logistics must compete for the position of Fire Captain / Administration and if successful, would be laterally reassigned.
- Candidate must be trained in National Incident Management System IS 700, IS 800, IS 100, IS 200 and ICS 300 levels.
- Candidate must possess a minimum certification as North Carolina Fire & Rescue Commission Level 1 Fire Inspector.
- Candidate must possess a minimum of a Class B North Carolina Driver's License.
- Candidate must be certified as North Carolina Firefighter Level 2.
- Candidate must be certified as Hazardous Materials Operations Level 1.
- Candidate must be a North Carolina Fire & Rescue Instructor 1.
- Candidate must have a minimum of North Carolina State Certified Emergency Medical Technician – Basic.
- Candidate must be certified as Child Passenger Safety Technician through successful completion of the NHSTA Child Passenger Safety Program.
- Candidate must have a current advanced certification as recognized in the professional developmental requirements for Senior Firefighter. (Technical Rescuer, EMT-I, EMT-P, etc.)
- Any required fire service certifications possessed by the successful candidate for the position of Administration Fire Captain at the time the position is filled must be continually maintained through continuing education or other accepted medium.
Internal "Civilian" and External "Uniformed Certified or Civilian" Candidates must meet the following qualifications:
- Associate's Degree in Applied Science in Fire Protection Technology, Emergency Preparedness Technology, Emergency Management, Science, Business Administration or other relevant areas, Bachelor's Degree is preferred.
- Five years of professional level experience in public sector administration support, supervisory experience preferred.
- Experience in the public safety environment is preferred but not required.

SUPERVISORY CONTROLS: The Fire Chief assigns work in terms of division goals and objectives. The work is reviewed through conferences, reports, and observation of division activities.
GUIDELINES: Guidelines include department policies and procedures; the Personnel Policy Manual; and state pension regulations. These guidelines are generally clear and specific, but may require some interpretation in application.
COMPLEXITY:The work consists of varied administrative tasks to be performed, some with strict deadlines which contribute to the complexity of the position.
SCOPE AND EFFECT:The purpose of this position is to provide administrative support for various programs, projects, etc. which contribute to the management of the organization.
PERSONAL CONTACTS:Contacts are typically with representatives of other emergency response agencies, co-workers, news media, and members of the general public.
PURPOSE OF CONTACTS:Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS:The work is typically while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light objects.
WORK ENVIRONMENT:The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position will have supervisory responsibility over the Fire Information Systems Specialist position.
