Performs difficult professional and administrative work assisting with the planning and directing of fire service activities of the town; does related work as required. Perform difficult protective service work in community risk reduction and investigation and code enforcement; does related work as required. Work is performed under the general supervision of the Fire Chief.
This is very heavy work requiring exertion in excess of 100 pounds of force occasionally, in excess of 50 pounds of force frequently, and in excess of 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards, atmospheric conditions, oils, and wearing a respirator. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.
ESSENTIAL FUNCTIONS:
Overseeing daily fire suppression activities; coordinating the operational aspects of the fire service; overseeing the maintenance of the department's facilities; supervising fire and environmental codes enforcement;
Coordination of educating citizens about community risk reduction; inspecting buildings; maintaining records and files; preparing reports.
Serving as the Fire Chief when required.
Supervises the daily operations of the fire service;
Coordinates and directs fire suppression and other emergency incidents;
Interacts with other fire departments in mutual aid responses;
Identifies, develops and oversees special projects including long-range planning, capital improvements and feasibility studies;
Assists with budget preparation;
Directs the procurement of equipment, materials and supplies for the department; researches equipment, develops equipment specifications;
Ensures staff have met all standard and special state and federal fire and emergency medical service training requirements;
Supervises the maintenance of pay records; schedules all shifts; approves leave requests; keeps overtime records;
Supervises or conducts fire inspections and re-inspections to ensure deficient conditions are corrected;
Coordinates the utilization of shift personnel in the fire inspection program;
Coordinates or conducts inspections of businesses for compliance with fire safety regulations;
Enforces ordinance concerning abandoned and unlicensed vehicles, scrap materials, trash, weeds and unkept yards;
Instructs various segments of the community about community risk reduction;
Provides public education on community risk reduction to schools, civic organizations, rental housing agencies and the general public;
Coordinates or conducts building plans review for compliance with fire code;
Coordinates or conducts investigations of fires to determine cause(s); coordinates with law enforcement agencies when arson is suspected;
Performs firefighting and rescue duties when required;
Attends meetings and serves on committees, boards and agencies related to promoting community risk reduction and fire suppression

Comprehensive knowledge of fire service administration and operations; comprehensive knowledge of modern firefighting techniques and equipment; Comprehensive knowledge of the modern principles and techniques of community risk reduction, including inspection, fire hazards and methods of eliminating hazardous conditions; comprehensive knowledge of the fire prevention code, practices and policies; comprehensive knowledge of the modern principles and practices of fire investigation; comprehensive knowledge of flammable liquids and gases and hazardous chemicals, their proper use and storage requirements; some knowledge of electrical wiring systems and their capacities; comprehensive knowledge of geography of the town and the location of important buildings; comprehensive knowledge of the laws and regulations relating to the control and prevention of fires; ability to plan, organize and supervise the work of department employees; ability to maintain records and prepare detailed technical reports; courtesy and tact in dealing with the general public; ability to establish and maintain effective working relationships with associates and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to a Bachelor’s degree with major course work in fire science or related field; and extensive experience of a wide and progressively responsible nature in the fire service including: management/supervisory experience and experience in community risk reduction

Special Requirements:

Possession of a Class B driver's license valid in the State of North Carolina.
Must meet and maintain all department and State training and certification requirements for position:
NC Firefighter (or ability to obtain)
NC EMT (or ability to obtain)
NIMS 100, 200, 300, 400, 700, 800
NC Fire Inspector Level III (or limited certificate)*
NC Fire Arson Investigator*
Bachelor’s Degree or currently enrolled with anticipated graduation in 1 year (effective December 2019)
NC Fire Officer III, or currently enrolled / ability to enroll in NFA Executive Fire Officer Program (effective December 2019) Pre-requisite-Bachelor’s Degree
