    DEPARTMENT:  Fire / Life Safety & Training - City of Rocky Mount

    JOB SUMMARY:  This position performs specialized duties in the enforcement of fire codes.

    JOB REQUIREMENTS
    MAJOR DUTIES:

    o    Conducts specialized inspections for the issuance of Certificates of Occupancy, Certificates of Compliance, and Building Finals, for public and private educational and institutional occupancies, for licensure of small, medium, and large day care homes and centers and foster homes, and for issuance of alcoholic beverage control permits.

    o    Reviews site plans and technical specifications for proposed buildings to ensure required construction methods, reviews plans, and technical specifications prior to construction for protective systems, reads and interprets fire, building, and other related codes for application in the field.

    o    Establishes rapport with developers, design professionals, building contractors, and code officials regarding code interpretations, code requirements, and enforcement issues.

    o    Conducts field verification inspections and witnesses acceptance tests of protective systems to ensure compliance with applicable codes.

    o    Conducts general fire inspections to ensure compliance with fire, building, and other related codes; conducts follow-up inspections to ensure violations are corrected in a timely manner.

    o    Schedules, coordinates, supervises, and evaluates fire and life safety education programs and recommends modifications as needed.

    o    Develops, plans, coordinates, implements, and supervises new and existing fire and life safety education programs.

    o    Coordinates with public and private school administrative personnel regarding new and existing fire and life safety education programs in schools.

    o    Conducts fire investigations as related to fire cause and origin; obtains search warrants, coordinates local and state resources; collects evidence; photographs fire scenes; documents facts and findings; provides courtroom testimony.

    o    Responds to emergency incidents involving fire, natural disasters, hazardous materials, or other emergency situations and perform firefighting activities as needed.

    o    Attends schools, conferences, and seminars for required continuing education.

    o    Prepares inspection reports, press releases, and public information materials.

    o    Performs other related duties as assigned.


    KNOWLEDGE REQUIREMENTS
    MINIMUM QUALIFICATIONS:

    o    Eligibility for the Assistant Fire Marshal position requires three years of continuous experience with a municipal fire department.

    o    Candidates must have a minimum of a Class "C" North Carolina Driver License.

    o    Candidates must be trained to at least the National Incident Management System IS-700, IS-800, IS-100, and IS-200.
    Candidates must be a Certified North Carolina Firefighter through the NC Fire and Rescue Commission.

    o    Candidates must be certified as a Hazardous Materials Responder Level 1 from the NC Fire and Rescue Commission.

    o    Candidates must be a North Carolina State Certified Emergency Medical Technician – Basic.

    o    Candidates must have obtained a minimum of Level 1 Fire Inspector Standard certification through the North Carolina Fire & Rescue Commission.

    o    Candidates must attain a minimum of Level 2 Fire Inspector Standard certification through the North Carolina Fire & Rescue Commission within one year of employment as an Assistant Fire Marshal.

    o    Candidates must attain a minimum of Level 3 Fire Inspector Standard certification through the North Carolina Fire & Rescue Commission within two years of employment as an Assistant Fire Marshal.

    o    Candidates must attain credentials as a NC Fire and Rescue Commission Certified Instructor within one year of employment as an Assistant Fire Marshal.

    o    Candidates must attain a minimum of Level 1 Life Safety Educator certification within two years of employment as an Assistant Fire Marshal.

    o    Candidates must be able to attain National Child Passenger Safety Seat Technician certification (NHSTA Child Passenger Safety Program, 40 hours) within one year of employment as an Assistant Fire Marshal.

    o    Candidates will be required to participate as a member of the Fire Investigation Team. As part of training activities related to fire investigations, candidates will be required to gain experience in fire investigation activities, as directed by the Division Chief of Life Safety and Training and/or the Fire Marshal.

    o    Candidates must be able to attain Fire Investigator Certification through the North Carolina Fire & Rescue Commission within five years of employment as an Assistant Fire Marshal. (NOTE: The five-year time frame is only a goal. Actual progress toward FAI certification will vary due to the accumulation rate of points related to education, experience, and training.) Prior certification as Fire Investigator is preferred. The NC Fire and Rescue Commission Fire/Arson Investigator Certification is based on a points system. Points are accrued through a combination of education, training, and experience.
