Summary
Performs difficult protective service and responsible administrative work commanding fire suppression activities on an assigned shift in the Fire Department. Acts as incident commander.
Minimum Qualifications
• Combination education and experience equivalent to associate’s degree in Fire Protection Technology and ten years’ experience in the fire service including considerable supervisory experience;
• Valid Class B driver’s license and good driving record;
• NC Fire Inspection Level II standard certificate;
• Supervision or Command Certificate or equivalent;
• NC Firefighter Certification;
• NC Rescue Technician Certification;
• NC Hazardous Materials Responder Certification.
Knowledge, Skills and Abilities
• Comprehensive knowledge of principles and practices of fire suppression;
• Comprehensive knowledge of the physical layout of the City and location of important buildings;
• Comprehensive knowledge of the occupational hazards necessary safety precautions of the work;
• Ability to plan and supervise the work of others;
• Ability to exercise sound judgment in emergency situations;
• Ability to keep records and prepare reports;
• Ability to establish and maintain effective working relationships with associates, subordinates and the general public.
• Ability to communicate verbally, electronically, and in written form, with audiences of varying degrees or understanding and ages.
Essential Functions
• Establishes shift objectives, plans, organizes, assigns and reviews the work of personnel assigned to the shift;
• Coordinates assignment of personnel and equipment;
• Manages safety of personnel on emergency scene;
• Co-ordinate with garage to maintain fleet vehicles;
• Co-ordinate safety and firefighting techniques and procedures training for department;
• Assist with organizing and maintaining budget for department;
• Maintains required physical fitness;
• Manages work and reports utilizing calendars, software, databases, spreadsheets, reports and memos;
• Review fire reports for accuracy and annotate for quality control for each incident that occurs during shift in the department database;
• Ensure accuracy of various City and Departmental reports and forms;
• Coordinates with staff and shift personnel to ensure tasks and activities are accomplished in accordance with departmental SOGs and SAGs;
• Participates in continuing training by individual study of technical materials and attendance at scheduled drills and classes;
• Manages projects, participates in community functions and involved with other departments and projects within the City.
• May be assigned responsibility for various functions in support of the department such as training, facilities maintenance, fleet maintenance, human resources, data management, PPE and equipment maintenance.
Supervisory Responsibilities
Assigns, directs and inspects work of subordinates. Trains, evaluates performance and disciplines subordinates. Effectively recommends hiring, rewarding, promoting, demoting, suspending or terminating subordinates, accurately tracks, reviews, and approves leave and payroll records. Accurately reviews, edits, coordinates, and distributes personnel reports originated by subordinates within the established timeframes. Provides supervision for company officers; Meets as needed with company officers to ensure adequate information flow; Establishes and enforces consistent expectations for performance and conduct across companies; Monitors activities of companies on a daily basis. Manage supply inventories; Ensure accuracy of company pre-plans.
Physical Demands
Requires the ability to lift, push and pull up to 100 pounds occasionally, 50 pounds frequently, and some very heavy work requiring exertion in excess of 100 pounds to move objects. Requires climbing, balancing, stooping, crouching, crawling, reaching with the arms and hands in any direction; standing, walking, grasping and feeling. Communication is required to convey detailed or important instructions accurately, loudly, or quickly. Visual acuity is required for depth perception, color perception, night vision, peripheral vision, determining the accuracy and thoroughness of work and observing general surroundings and activities.
Work Environment
The work environment involves high risks with exposure to potentially life threatening situations or unusual environmental risk which requires a full range of safety and other precautions. The worker is exposed to inside and outside environmental conditions including extreme heat and cold, and noise sufficient to cause the worker to shout in order to be heard. The worker is subject to hazards including proximity to moving mechanics parts, electrical current, working in high places, and exposure to high heat and chemicals.
Special Requirements
The work is performed on a modified 24/48 shift. The worker is subject to final OSHA standards on bloodborne pathogens and respiratory protection standards. Requires ability to wear self-contained breathing apparatus. Much of the work is performed under emergency conditions and frequently involves considerable personal hazard. Must demonstrate relevant NFPA Fire Officer III competencies.
