    Nestled in the hills of the North Carolina Piedmont, Orange County is located between the Research Triangle Park and the Triad cities of Greensboro, Winston-Salem, and High Point. With more than 150,161 residents, Orange County includes historic Hillsborough, the county seat; Chapel Hill, home of the University of North Carolina; and Carrboro and Mebane, former railroad and mill towns.  Furthermore, Orange County is committed to racial equity, diversity, equity, and inclusion in all its forms.

    Orange County Government operates under a county-manager form of government with a seven-member elected Board of County Commissioners. The County is a fiscally responsible, stable, well-managed, and technically advanced government organization. With a General Fund Budget of $239 million and a workforce of approximately 1018, Orange County provides strong support for quality public and educational services.

    The Emergency Services Department provides help and support to Orange County citizens and visitors during times of personal and large-scale emergencies. With an $8.8 million budget, the Department coordinates day-to-day operations and response efforts of various agencies that act in an emergency and major catastrophic events through four mission areas or divisions, organized according to service mission.

    The Emergency Services Director is responsible for leading and managing the Department of Emergency Services and holds responsibility for planning, directing, and supervising all department services, including 9-1-1 Communications, Emergency Medical Services, Emergency Management, and the Fire Marshal’s office. One of the unique aspects of this position is the high level of cooperation, flexibility, and professionalism the incumbent must possess.  The Director will engage in ongoing, high level, engaging, and mutually beneficial partnerships with other municipal agencies, fire departments, and rescue squads in this capacity. Under the county manager’s direction, with the flexibility to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the duties’ performance, the Emergency Services Director assigns work and performs related assigned duties.

    Orange County desires to hire an experienced, forward-thinking, approachable, creative, and team-oriented Emergency Management professional who brings a verifiable record of accomplishments and can build and improve processes. This astute leader embraces and champions the County’s commitment to equity and inclusion and forges strong relationships in the department, the organization, other agency partners, and leaders in the County. Graduation from an accredited college or university with a Bachelor’s degree in planning, public administration, disaster/emergency management, or a closely related field AND a minimum of ten (10) years of related professional experience in emergency services, including five (5) years in a supervisory capacity and possession of, or the ability to readily obtain a State of North Carolina valid Driver License required. A Master’s degree in a related field is preferred.

    This position’s established salary range is $95,000 to $145,000 plus excellent benefits, depending upon the successful candidate’s background and qualifications.
