A few years back, we developed a point system to gauge participation where members receive points from responding to calls, being on-duty at the fire station, and attending training sessions.  Members are expected to get a minimum number of points each year.  (It's above and beyond other training hour requirements.)  This was designed to provide flexibility and opportunity for those who participate in different ways.  If this sounds like something that would be helpful, I can provide it for you.
