Good Morning,

My grad school final capstone paper is on the subject of non-profit FDs that serve municipalities and that relationship. I am posting to try and get an idea of how many of your FDs are non-profits (c3 or c4, doesn't matter in this case) and serve an incorporated entity. 

The research is focusing on small/medium municipalities less than 25,000 people, but if your department serves a larger incorporated population that is great too. At this point I am trying to build a database to sample later on.
