New FLSA Overtime Laws

    My department is is a municipal combination department employing 3, 40 per week career staff members.  We are otherwise supplemented by volunteers during the off hours.  My Town is researching ways to properly compensate the career firefighters that return to work to assist with firefighting activities (not as volunteers of course) under the new FLSA rules.  Under the new FLSA rule, those agencies with fewer than 5 employees creates an "exempt" status for all employees within the department leaving them eligible for no compensation on call-backs.  Does anyone have any specific systems for compensation programs that work for your department?
