Looking for any municipality that may "loan" a neighboring fire department (VFD, City, or Federal FD) apparatus while they are having one repaired.

Basically, I am looking for an inter-local agreement that would spell out requirements of the fire department that is wanting to borrow from us.  What insurance requirements?  Who is responsible for damage? How long would you loan it for?
